Not necessarily, but it helps. We are glad to walk a lot with you before you buy — drainage, elevation, tree protection and setback issues are much cheaper to discover before closing than after.
Yes, and we do so regularly. We will review them for constructability and cost implications before pricing, and flag anything likely to cause trouble in permitting.
